Every organization faces unique risks, responsibilities, and regulatory expectations, yet many struggle to find the time, resources, or internal expertise needed to build and sustain effective preparedness programs. That's where we come in.

Resilient Pathways Consulting is an organizational resilience and preparedness consulting firm that partners with healthcare organizations, public health agencies, government entities, educational institutions, nonprofits, businesses, and community organizations to develop practical, customized solutions that strengthen readiness, support applicable standards, and build long-term organizational resilience.

Our approach is collaborative, flexible, and grounded in real-world operations. Rather than delivering one-size-fits-all plans, we work alongside each client to understand their goals, identify opportunities, and develop solutions that fit their people, culture, and day-to-day operations.

Whether we're facilitating strategic planning sessions, designing engaging trainings and exercises, supporting program implementation, or guiding continuous improvement efforts, our focus remains the same: helping organizations build preparedness programs that are practical, sustainable, and ready when they matter most.

Meet Jessica.

Resilient Pathways Consulting was founded by Jessica Skelton, MPH, CPH, CHEP, CEDP, CHES, a public health and emergency preparedness professional with more than a decade of experience helping organizations strengthen readiness through collaboration, planning, training, facilitation, and project management.

Jessica's career spans healthcare, public health, emergency management, nonprofit leadership, higher education, and international service. Her experience began in frontline healthcare and has grown through leadership roles supporting hospitals, healthcare coalitions, public health agencies, government partners, and community organizations.

​As Director of Emergency Preparedness & Response and Regional Healthcare Coordinator, Jessica led regional initiatives that brought together hospitals, emergency medical services, emergency management agencies, public health departments, and community partners to strengthen preparedness across a multi-county healthcare coalition serving more than two million residents.

Her perspective was also shaped through two years of service as a U.S. Peace Corps Public Health Specialist, where she partnered with local communities to implement public health initiatives, strengthen community capacity, and support sustainable development. That experience reinforced a principle that continues to guide her work today: the most effective solutions are built with organizations—not simply for them.

Jessica holds a Master of Public Health from Walden University and a Bachelor of Science in Biology from Northern Kentucky University. She also maintains professional certifications in public health, healthcare emergency preparedness, disaster preparedness, and health education, reflecting her commitment to lifelong learning and professional excellence.
