Project Overview
When COVID-19 rapidly transformed from an emerging public health concern into a global pandemic, communities needed immediate action, adaptable leadership, and scalable operational systems capable of evolving alongside an unprecedented emergency.
As Public Health Response Coordinator and Program Manager for Hamilton County Public Health, I led multiple interconnected emergency response initiatives that supported county-wide testing, vaccination, workforce coordination, volunteer management, community outreach, and emergency communications.
Working alongside healthcare providers, emergency management agencies, local government, community organizations, contractors, and hundreds of volunteers, I helped design, implement, and continuously improve operational systems that enabled the county to rapidly respond to changing public health needs while maintaining continuity of operations.
Throughout the response, our team remained flexible, adapting processes and workflows as federal guidance evolved, vaccine availability expanded, and community needs shifted.
The Challenge
Unlike traditional projects with clearly defined timelines and requirements, the COVID-19 response demanded continuous adaptation.
Every week brought new challenges:
-Frequently changing CDC and state guidance.
-Rapidly evolving operational priorities.
-Workforce shortages.
-Supply and inventory constraints.
-Expanding vaccination eligibility.
-Public uncertainty and misinformation.
The need to quickly scale operations while maintaining safety, quality, and efficiency.
At the same time, there was no existing blueprint for operating testing and vaccination efforts at the scale required. Systems, workflows, staffing models, reporting processes, and communication strategies all had to be developed while emergency operations were already underway.
My Approach
As Project Manager, I helped transform a rapidly evolving emergency into coordinated operational systems capable of supporting county-wide response efforts.
My responsibilities included:
-Developing operational workflows for testing and vaccination sites.
-Coordinating workforce planning involving staff, contractors, clinical volunteers, and non-clinical volunteers.
-Managing onboarding and deployment of more than 400 personnel across multiple emergency response functions.
-Supporting operations across approximately 15–20 testing and vaccination sites throughout Hamilton County.
-Designing scalable staffing models and resource allocation processes.
-Implementing inventory tracking and reporting systems.
-Establishing operational communication protocols and documentation workflows.
-Leading stakeholder coordination across healthcare organizations, emergency management agencies, local government, and community partners.
-Developing a remote public health call center to improve community access to information and support.
-Coordinating community outreach initiatives designed to improve vaccine confidence through transparent, evidence-based communication.
-Continuously evaluating operations and implementing process improvements as conditions evolved.
Operational Leadership
One of the defining aspects of this initiative was the ability to build operational systems in real time.
As new guidance emerged and community needs changed, our team continually evaluated workflows, identified bottlenecks, and redesigned processes to improve efficiency and maintain service delivery.
This included:
-Scaling staffing as demand fluctuated.
-Integrating volunteers into operational workflows.
-Improving communication between multidisciplinary teams.
-Refining inventory management processes.
-Developing standardized onboarding procedures.
-Creating reporting structures that supported leadership decision-making.
-Implementing remote communication systems that expanded community access while reducing operational strain.
Rather than reacting to change, we built systems that were designed to adapt.
Results & Impact
Over nearly two years of emergency response operations, the initiative established scalable systems that supported one of the largest coordinated public health responses in Hamilton County's history.
Key accomplishments included:
-Supported approximately 15–20 county-wide testing and vaccination sites.
-Coordinated workforce operations involving more than 400 personnel, including employees, contractors, and volunteers.
-Developed operational workflows that enabled rapid deployment and continuous adaptation throughout the pandemic.
-Implemented standardized onboarding, staffing, reporting, inventory, and communication systems.
-Established a remote call center that expanded community access to information and public health services.
-Led community outreach efforts focused on improving vaccine confidence through education and stakeholder engagement.
-Created sustainable operational processes that strengthened the department's emergency response capabilities beyond the COVID-19 pandemic.

The COVID-19 pandemic reinforced that effective leadership during a crisis requires more than technical expertise—it requires the ability to make informed decisions amid uncertainty, build trust across diverse stakeholders, and continuously adapt as circumstances evolve. This experience strengthened my ability to design scalable operational systems, lead multidisciplinary teams, and balance strategic planning with rapid execution. Today, I continue to apply these same principles to help organizations strengthen preparedness, improve operational resilience, and build systems that remain effective in both everyday operations and times of crisis.
