Remote Public Health Call Center Implementation
Project type
Designing a Scalable Communication System to Improve Community Access During the COVID-19 Response
Date
May 2020– December 2021
Location
Hamilton County, Ohio
Project Overview
As the COVID-19 pandemic evolved, Hamilton County Public Health experienced an unprecedented increase in calls from residents seeking information about testing, vaccination, quarantine guidance, exposure protocols, and available public health services.
Existing communication systems were not designed to support the significant increase in demand, creating a need for a centralized, scalable solution that could improve responsiveness while allowing public health staff to remain focused on emergency operations.
As Project Manager, I led the implementation of a remote public health call center that improved community access to accurate information, streamlined internal workflows, and created a sustainable communication system capable of adapting to changing public health guidance throughout the pandemic.
The Challenge
The volume and complexity of public inquiries changed daily as new guidance, testing locations, vaccine eligibility requirements, and public health recommendations evolved.
The project required the organization to rapidly develop a communication system that could:
-Manage a significant increase in call volume.
Provide residents with timely, consistent, and accurate information.
-Support a remote workforce while maintaining service quality.
-Ensure staff had access to current guidance and standardized resources.
-Adapt workflows as public health recommendations continued to evolve.
Without a coordinated approach, inconsistent messaging and delayed responses could undermine public confidence and reduce operational efficiency.
My Approach
As Project Manager, I coordinated the design and implementation of the remote call center from planning through operational deployment.
Key responsibilities included:
-Assessing communication needs and identifying workflow improvements.
-Designing standardized call center processes and operating procedures.
-Developing knowledge resources and response tools to promote consistent messaging.
-Coordinating technology implementation to support remote operations.
-Assisting with workforce onboarding and training for remote call center staff.
-Creating communication protocols that allowed staff to quickly adapt to changing public health guidance.
-Collaborating with leadership to continuously evaluate operations and refine workflows based on community needs and staff feedback.
Results & Impact
The implementation of the remote call center significantly strengthened Hamilton County Public Health's ability to communicate with residents during one of the most dynamic periods of the pandemic.
Key accomplishments included:
-Established a centralized remote call center capable of supporting rapidly changing public health operations.
-Improved access to timely, accurate, and consistent information for community members.
-Standardized communication processes and response protocols across staff.
-Increased operational efficiency by streamlining information sharing and reducing duplication of effort.
-Enhanced organizational flexibility by enabling remote service delivery during emergency response operations.
-Developed communication systems that could be adapted for future emergency responses and public health initiatives.
The project demonstrated how thoughtful process design and technology implementation can improve both organizational efficiency and the public's experience during times of crisis.
Skills Demonstrated:
-Project Management
-Process Design & Optimization
-Operational Planning
-Technology Implementation
-Change Management
-Workflow Development
-Standard Operating Procedure (SOP) Development
-Remote Workforce Coordination
-Strategic Communications
-Customer Service Operations
-Continuous Process Improvement
-Cross-Functional Collaboration
Key Takeaways
Effective emergency response depends on more than clinical services—it also depends on clear, reliable communication. This project reinforced the importance of designing systems that connect people with accurate information quickly while supporting the staff responsible for delivering that service. By combining process improvement, technology implementation, and standardized communication, we created a scalable solution that enhanced both operational efficiency and community trust. These same principles continue to guide my consulting work, helping organizations strengthen service delivery, improve workflows, and build resilient communication systems that perform under pressure.
